I'm not shocked at all.
Herman Cain's tax plan is 9-9-9-mumble-mumble-mumble-excise tax.
And I wouldn't be surprised if, in the fantasy world where Cain got elected and this tax plan got passed, if there still didn't end up being tons of loopholes for corporations.
