He should be able to use/cash in the smaller value chips pretty easily. Anything up to probably $500 or $1000, if he doesn't try and do it all at once.
But the $25,000 chips? *shrug* He might as well throw those away. The Bellagio is going to be looking hard at anyone who cashes in any of those from 'off the street'. He'd have to have a decent bankroll and a lot of luck (or good card counting skills) to try and "build up" to where he could sneak in a $25,000 chip to cash out.
