On the one hand, if he sits on the take, the casino will likely be able to change their chip design in order to identify him. This is something casinos already do on a regular basis. It wouldn't guarantee his apprehension, but it would give them something to look for.
On the other, if he tries to cash in a large amount of chips soon, he will likely be caught and apprehended.
I've been trying to figure out a way he could launder these chips. It wouldn't be easy. If any of the crime syndicates find out who he is, it's very likely that they'll turn him over to the casino/cops.
But hey, a million in plastic chips is still a million. If nothing else, provided he's a local, he could spend the rest of his Friday nights gambling for the rest of his life, without worrying about losses.
Also, it should be noted that in gambling towns, most casinos allow players to cash in chips, or trade them, from other local casinos. Pretty sure everyone's going to keep an eye out for Bellagio chips.
He should be able to use/cash in the smaller value chips pretty easily. Anything up to probably $500 or $1000, if he doesn't try and do it all at once.
But the $25,000 chips? *shrug* He might as well throw those away. The Bellagio is going to be looking hard at anyone who cashes in any of those from 'off the street'. He'd have to have a decent bankroll and a lot of luck (or good card counting skills) to try and "build up" to where he could sneak in a $25,000 chip to cash out.

Ah...
I was trying to figure out what on earth you'd do with them, but that would make more sense, if you can cash them in in multiple places, then a sorta currency value applies.
