but that recent nuclear treaty that President Obama signed, which is reducing the nuclear arsenal?
Even after the reduction (which won't be fully implemented until 2012), the new cap on the number of active nuclear weapons for the U.S. will be between 1500 and 1675 (down from 2200). So we still have more then we would ever realistically need.
