Yeah, except it's not downloading everything every time you want to play. There should be a local directory containing everything. Find it and set the compatibility mode for the exe. Assuming that's the issue.
Of course, you could also email steam and see what kind of reply you get there.
I've already put in a support ticket with Steam, and after locating the .exe, I tried running in XP mode. That didn't work. I'm waiting to hear back from Steam.
