Why do I think they're pushing for it, only to torpedo it on some flimsy excuse, just so they can say the Democrats aren't serious about the deficit?

Not even that much. They're pushing for it because they know it can't pass, so they might as well look good to the base trying for it.

And, if it did pass, they'd use it to cut social programs after they cut taxes. After all, that loss of revenue has to be 'balanced' somewhere.

It's all about starving out the programs they don't like.
