Well, that solves everything
Columbia city council enacts a permanent curfew for mid-teens in one bar district of the city.... but not another just a couple of miles away.
To be fair, there are more residences near Five Points (the bar/club area that has the curfew) than the Vista (the other bar/club district), but it's not like the two are separated by that much real estate. I used to live near Five Points, and was able to walk 90% of the way to the Vista in under 30 minutes.
