Red-light camera fines in Los Angeles are 'voluntary'. (As in they don't send the police... or anyone else... to collect them if you decide not to pay. And it doesn't ding your driver's license.)

Funny enough, my brother (who is studying administrative justice to become a cop) and I were just having a conversation about this last week. Such programs, at least when a friend of his challenged a red-light ticket in court, are apparently unconstitutional.

I think someone needs to sue the shit out of the city and make it into a class action lawsuit.
