City of Heroes is going 'free to play'.
(Which means free as long as you don't mind this lesser level of support, and here's all these other things available for microtransaction cost. But that shit seems to be working for LoTRO, so.....)

1) The costume designer is laid out better in CoH. As a friend of mine puts it, in Champions Online, if you get your character to look the way you want it to, it's usually in spite of the costume designer. In CoH, it flows a lot better.
2) In Champions Online, every character, at least for the first few levels, has the exact same missions, regardless of what powers they have. In City of Heroes, it's not quite the same. If you have the same origin, you'll have the same missions, but you can very quickly diverge. (I.e. by the time you're talking to your third contact, you can be doing different missions.) It's also much easier to just ignore missions entirely.
3) Now, one edge CO does have is that of power customization. If you pay to play CO, a freeform character can literally have any sort of powers, regardless of how much sense they make. In City of Heroes, you are locked in to your primary and secondary powersets, but there's been a lot of work by the devs to make sure that this isn't necessarily a bad thing.
Still... it will be interesting to see what they 'lock off' for free to play players.
