There's a restaurant license fee as well, as I recall. Something to pay for the Health Inspector to come by and put an "A", "B" or "C" on the wall.
Take that and double it as well. Or something.
Or just call it a "Smoking license" and sell them separately from the regular bits. Then make the penalties for not having one and allowing smoking huge.
