Well, considering that the cheaper ones are $20 to register, and I'm likely to use it only when the mood hits me (and therefore, to me, it's not worth $20), I'd like one that's free to use and doesn't put anything I don't want on the GIF.

You might have a look at tucows.com if you haven't already. Usually there are alot of shareware things there that don't put extra crap in.
