That is a Forsaken (named ROCK ON) riding a Devilsaur (named And a Dinosaur), which is in turn riding a giant flying shark (named Epicus Maximus). The shark is flying via two rockets mounted to it.

It also has a friggin' laser cannon.

Blizzard added it after people complained the area of the Maelstrom where Thrall is wasn't "epic enough".

It really is in the beta. My guildmate is in it and that thing came half-way across the zone to eat her face. Her exact words to me over chat were "You know the guards at Southshore? Yeah, worse than that."
