Honestly, I'd say it's time to completely evacuate that side of the island and move all the Haitians to other countries. Their government is either corrupt, inefficient, uncaring or some combination of the three, and with the amount of money being pumped in there for aid, it just seems like it would be quicker to buy them all plane/boat tickets to somewhere else and set them up somewhere better.

I've made the comment before that for the amount of aid other countries are sinking into it, they should simply buy the country, and then turn it into a tourism capital.
